After applying this patch, you can build Cscope using
either MingW (tested with MinGW-2.0.0) or MS Visual
C++ (tested with 6.0, use Make_mvc.mak or
msvc/cscope.dsw)

    I don't like the layout of these patches. Please try if you
    can make them work the same way as existing "build helpers"
    --- they should not be sitting below the 'src' directory,
    but rather in the "packages" tree. See packages/MSDOS for
    an example.

    I don't see your reason to include prebuilt makefile and
    config.h for MinGW, either --- those are supposed to be
    built by whoever wants to compile the program, locally.
    Does 'configure' fail? If so: how?

    No reaction in one year. Closing this.
