The attached patch completes the --as-needed support,
together with the patch in tracker #1398873, to allow
net-snmp to self-link correctly with newer binutils
2.16.92 and later.

With this, all the linking of net-snmp seems to be
correct and is not relying on final linking by users.

development code, and will appear in the 5.4 release
of the net-snmp package.
